Dr. Boffa is Emeritus Associate Professor of Health Policy and Health Services Research of Boston University's Goldman School. His areas of expertise include health economics, statistics and epidemiology. Dr. Boffa has been consultant to labor-management Taft-Hartley trust funds in the area of vision, dental and pharmaceutical benefits. His expertise includes health benefit insurance administration including eligibility determination and claims processing. He has also been involved in or directed many public policy analyses for various public and private sector agencies. He is currently a consultant, and when needed, expert witness for the Massachusetts Department of Revenue. His primary task is to set up the training of auditors in the use of statistical audit techniques, primarily for sales tax audits.

He is also very active with the non-profit Massachusetts Alliance for Retired Americans. He was one of the founders and as treasurer successfully obtained from the IRS its required non-profit designation. It is a state chapter of the national Alliance for Retired Americans (ARA), a nonprofit, nonpartisan organization of retired trade union members affiliated with the AFL-CIO as well as non-union, community-based members.
